Dulog Legal brings legal aid, education, and peace of mind closer to Cebu communities

In conversations about wellness, people often think first of nutrition, movement, sleep, or preventive healthcare. Yet increasingly, experts and communities alike are recognizing another important pillar of well-being: peace of mind.

Legal Concerns as Source of Chronic Stress

For many Filipinos, unresolved legal concerns can quietly become sources of chronic stress, anxiety, family tension, and emotional exhaustion. Questions involving land, family disputes, contracts, community conflicts, or basic rights often remain unaddressed simply because legal assistance feels intimidating, inaccessible, or financially out of reach.

This is why initiatives that bring legal support closer to ordinary communities matter deeply as acts of service and as meaningful contributions to social wellness and human dignity.

DivinaLaw and Dulog Legal

On May 23, Dulog Legal and the DivinaLaw Foundation, in partnership with the Cebu City Government and the League of Lupong Tagapamayapa Cebu City Chapter, mounted a community legal aid initiative at Cebu City Hall that combined legal education, barangay justice training, and free legal consultations for residents.

The Cebu initiative forms part of a continuing nationwide series of Dulog Legal programs held in celebration of DivinaLaw’s 20th anniversary—an effort dedicated to reaching Filipinos with limited or no access to legal assistance.

Cebu City Community

The program opened with remarks from League of Lupong Tagapamayapa Cebu City Chapter President Aida D. Tampas, followed by messages of support from Cebu City Mayor Nestor Dionson Archival Sr. and City Councilor Pancrasio “Francis” I. Esparis, underscoring the importance of accessible legal guidance within communities.

The morning session featured a Lupon Training on Katarungang Pambarangay attended by approximately 300 lupon members from across Cebu City. Facilitated by DivinaLaw Partner and Pro Bono Services Lead Mary Jude C. Marvel and Partner Floro C. Balato Jr., the training provided practical insights into barangay justice, mediation, and community-based dispute resolution.

Behind the initiative stood a broader team of legal professionals committed to public service, including Senior Partner and Cebu Office Resident Counsel Dara C. Acusar, Senior Partner Gregorio Y. Larrazabal, Senior Associates Bianca Isabel D. Soriano and Vaupetroanji J. Peña, and Cebu Office Associates Clemn Lawrence L. Catubag, Mary Mae M. Denila, and Ena Bernadine V. Paderanga.

Representatives from the League of Lupong Tagapamayapa Cebu City Chapter were likewise present throughout the program, including members of the Board of Directors Mr. Nelson Tantano, Mr. Anastacio Bihag, Mr. Renato Navaretto, and Mr. Favian Sasam, along with the organization’s officers: President Aida D. Tampas, Vice President Enrique Tiongko, Secretary Agustin Jimeno, Treasurer Alfredo Arnaiz, Auditor Jose Deresas, and Public Information Officers Camilo Tabasa and Emily Malto, reflecting a collaborative effort between legal institutions and local community leaders.

More than Legal Assistance

First launched in 2022 by DivinaLaw Managing Partner Nilo T. Divina, Dulog Legal has since grown into the firm’s flagship pro bono initiative. The Cebu leg marked its 16th mission overall, continuing its efforts to expand access to legal education, legal assistance, and community-centered legal services for Filipinos both in the Philippines and abroad.

Beyond legal procedures and consultations, however, the initiative quietly reflects something larger: the growing understanding that healthier communities are built not only through medicine and healthcare, but also through support systems that help people feel heard, protected, informed, and empowered.

At a time when stress, uncertainty, and emotional fatigue affect many Filipino families, accessible legal aid becomes more than a service. It becomes reassurance. Stability. Relief.

And sometimes, wellness begins simply by knowing someone is willing to help guide you through difficult moments with compassion and clarity.
